The marketplace for EPR certificates
A dedicated EPR platform inside Recyclaro. Brand owners, producers and importers post what they need. CPCB-registered recyclers list the certificates they hold. Both sides explore the market, bid and close deals, with matching categories and paperwork ready for audit.
- Only CPCB-portal-registered recyclers
- Certificates transferred on the CPCB portal
- Category-matched to your obligation
- KYC-verified counterparties
Built for both sides of EPR
Producers need certificates that match their category and year. Recyclers need reliable buyers and fair prices. The EPR Exchange puts both on one platform.

What each EPR regime asks of you
A short summary of the current rules. Targets and procedures are set by MoEF&CC and CPCB and are revised from time to time.
Plastic packaging EPR
Plastic Waste Management Rules, 2016 · EPR Guidelines for Plastic Packaging (2022, amended)
| Recycling target | FY 2025-26 | FY 2026-27 | FY 2027-28 on |
|---|---|---|---|
| Cat I · Rigid | 60% | 70% | 80% |
| Cat II · Flexible | 40% | 50% | 60% |
| Cat III · Multilayer | 40% | 50% | 60% |
| Cat IV · Compostable | 60% | 70% | 80% |
Separate minimum recycled-content targets apply to Categories I to III.
E-waste EPR
E-Waste (Management) Rules, 2022
Certificate prices traded on the portal are bound by a CPCB price band. For e-waste, that band is currently being challenged in the Delhi High Court.
Battery EPR
Battery Waste Management Rules, 2022 (amended)
Recyclers must also meet minimum material recovery rates, which rise through FY 2026-27.
Tyre EPR
Hazardous and Other Wastes Rules, Schedule IX (notified July 2022)
Producers file the certificates they hold in quarterly returns on the CPCB portal.
Used oil EPR
Hazardous and Other Wastes Rules, Schedule X (in force from 1 April 2024)
Each used oil EPR certificate stays valid for two years after the end of the financial year in which it was generated.
Fair prices inside the CPCB band
For plastic, e-waste and battery EPR, CPCB fixes a floor and ceiling for certificates traded on its portal: between 30% and 100% of the environmental compensation that would apply for missing the target. Bids on the EPR Exchange stay within that band. Quotes reflect the category, volume and timing.
Join the EPR ExchangePrice band as a share of the environmental compensation (EC) for non-fulfilment. Missing a target means paying EC and carrying the shortfall forward, so buying on time is usually cheaper.

EPR credits: common questions
What is an EPR credit or EPR certificate?
An EPR certificate is generated on the CPCB portal by a registered recycler or processor for a verified quantity of waste it has recycled. Producers, importers and brand owners buy these certificates and file them against their Extended Producer Responsibility targets.
Who needs to buy EPR certificates?
Any producer, importer or brand owner with an EPR obligation that it does not meet through its own collection and recycling: PIBOs for plastic packaging, producers of electrical and electronic equipment, battery producers, tyre producers and importers, and producers and importers of lubricating oil.
Can I use any recycler's certificate?
No. Certificates must come from a recycler registered on the relevant CPCB EPR portal and must match your category, for example plastic Category I rigid packaging. Recyclaro only matches you with registered recyclers in the right category.
How are EPR certificate prices decided?
Price is agreed between buyer and seller. For plastic, e-waste and battery certificates traded on the CPCB portal, the price must sit between 30% and 100% of the environmental compensation for non-fulfilment. For e-waste, this band is under challenge in the Delhi High Court.
What happens if we miss our EPR target?
CPCB can levy environmental compensation on the shortfall, and the unmet obligation is carried forward. Buying verified certificates before the filing deadline is usually far cheaper than paying compensation.
When is the plastic EPR annual return due?
For plastic packaging, the annual return is due by 30 June after the end of each financial year. CPCB has extended this deadline in some years, so check the portal for the current date.
What is the Recyclaro EPR Exchange?
It is a platform within Recyclaro where brand owners, producers and importers post EPR requirements and CPCB-registered recyclers list certificates. Both sides can explore the market, place bids and agree deals, with certificates transferred on the official CPCB portal.
When does live bidding open?
Live bidding is opening to early-access members first. Join early access with the form on this page; until bidding is live, our EPR desk matches early-access buyers and sellers directly.
I am a recycler. How do I sell certificates on Recyclaro?
Complete KYC on Recyclaro and add your CPCB registration. You can then list available certificates by category and financial year and receive bids from verified brand owners. You can also sell your recycled material on the Recyclaro marketplace.
Is Recyclaro a government body?
No. Recyclaro is an independent B2B platform. Certificates are generated and transferred on the official CPCB EPR portals; Recyclaro helps buyers and sellers find each other, agree terms and keep documents in order.
